Indigent Support Programme

Endumeni Municipality provides free basic services to qualifying low-income households in line with the national Free Basic Services policy.

Who qualifies?

Households where the combined gross monthly income falls below the threshold approved by Council each year may apply to be registered on the Indigent Register.

  • Combined household income below the Council-approved threshold
  • Property owner or registered occupant within Endumeni
  • All members of household must be South African citizens or permanent residents
  • Application reviewed annually

How to apply

  1. Collect the indigent application form from the municipal cashiers or download it from this site.
  2. Complete the form in full and attach certified copies of ID, proof of income (or affidavit if unemployed), and the latest municipal account.
  3. Submit the completed form at the municipal offices at 64 Victoria Street, Dundee.
  4. An officer will conduct a household verification visit within 30 days.
  5. Approved applicants will receive written confirmation and registration on the Indigent Register.
